Students do not WANT to learn everything they study early on. They do not see the benefit yet. Continually assessing them seems like the only way to 'force' them the learn topics they will not casually stay on top of.
This seems true, although how can you be sure that they are really "learning" the information if they are not interested and only studying for the test? Perhaps it depends on the type of assessment.
